Zulum was born on 25th August, 1969, in Mafa Local Government Area of Borno State.
Education
He received his primary education at Mafa Primary School from 1975 to 1980, and his secondary education at Government Secondary School, Monguno, from 1980 to 1985.
He holds a master’s degree in the same field from the University of Ibadan and a bachelor’s degree in agriculture engineering from the University of Maiduguri.
He also holds a PhD from the University of Maiduguri in soil and water engineering.
Career
He was appointed as an Assistant Technical Officer in the State’s Ministry of Agriculture by the Borno State Civil Service in 1989.
Babagana began serving in the Borno State Unified Local Government Service in 1990, first as a principal water engineer and then as a senior field overseer.
He started out at the University of Maiduguri in 2000 as an assistant lecturer and eventually became a professor.
In 2010 and 2011, respectively, Babagana served as the Faculty of Engineering’s Deputy Dean and Acting Dean.
While still teaching at the University of Maiduguri, Babagana Umara was named Rector of Polytechnic in 2011.
During the governor Kashim Shetima administration, he was appointed Commissioner of Reconstruction, Rehabilitation, and Resettlement in 2015 and served in that capacity until 2018.
Politics
He emerged victorious in the All Progressives Congress’s Borno State gubernatorial primary on October 1, 2018.
With 1175440 votes, he was chosen as the new governor of Borno State in the 2019 Borno gubernatorial election, which took place on March 9, 2019.
On May 29, 2019, he took office as governor, serving a four-year term.

Zulum is married to Dr. Falmata Umara Zulum and they both have children together.
