Meet Vice Admiral Ibok-Ete Ibas, Rivers new sole administrator

Following the declaration of a state of emergency in Rivers State on March 18, 2025, President Bola Ahmed Tinubu appointed retired Vice Admiral Ibok-Ete Ekwe Ibas as the Sole Administrator of the state.

A highly decorated naval officer with extensive experience in maritime security, Ibas now takes on the challenge of stabilizing one of Nigeria’s most strategic regions.

Who is Vice Admiral Ibok-Ete Ekwe Ibas?

Born on September 27, 1960, in Nko, Cross River State, Ibas is a retired Vice Admiral of the Nigerian Navy.

He served as the 22nd Chief of the Naval Staff (CNS) from 2015 to 2021, overseeing key reforms in naval operations and security strategies.

Education and military training

Ibas’ military journey began in 1979 when he joined the Nigerian Defence Academy as part of the 26th Regular Course.

Over the years, he undertook specialized military training both locally and internationally, including:

Sub-Lieutenant Technical Course – INS Venduruthy, India (1983–1984)

Primary Pilot Training – Nigerian Air Force Base, Kaduna (1986–1987)

Amphibious Warfare Course – Marine Corps University, USA (1992–1993)

Underwater Warfare Course – NNS Quorra, Nigeria (1994–1995)

Senior Staff Course – Armed Forces Command and Staff College, Jaji (1996–1997)

National Defence Course – National Defence College, Pakistan (2005–2006)

Master’s Degree in Defence and Strategic Studies – Quaid-i-Azam University, Pakistan

Ibas held several strategic positions in the Nigerian Navy, including:

Commanding Officer, Nigerian Navy Underwater Warfare School (1997–1998)

Naval Provost Marshal (2003–2004)

Commander, Naval Air Base Ojo (2006–2009)

Flag Officer Commanding, Western Naval Command (2013–2014)

Chief of Logistics, Naval Headquarters (2014)

GMD/CEO, Nigerian Navy Holdings Limited (2014)

Chief of the Naval Staff (2015–2021)

His leadership in the navy earned him numerous awards and recognition, reinforcing his reputation as a disciplined and results-driven officer.

Personal life

Vice Admiral Ibas is married to Theresa Ibas, who served as the President of the Nigerian Navy Officers’ Wives Association (NOWA) during his tenure as CNS. Their union has been a pillar of strength throughout his career.

Despite his military background, Ibas has a passion for reading, strategic studies, and fitness training.

He is also an advocate for environmental conservation and enjoys outdoor activities such as hiking and swimming.

Appointment as Rivers sole administrator

With his appointment as Sole Administrator, Ibas is tasked with restoring order in Rivers State amid political and security tensions.

His extensive experience in crisis management and security operations is expected to play a crucial role in stabilizing governance and maintaining peace in the oil-rich state.
